Minnesota State Trooper charged with murder of Ricky Cobb II

According to CBS News, a Minnesota State Trooper was charged with the murder of motorist Ricky Cobb II. CBS said that the officer, Ryan Londregan, requested that Cobb exit his vehicle and shot him twice when he took his foot off the brake and failed to step out. Cobb was pulled over on Interstate 94 near Lowry Avenue early in the morning on Jul. 31, 2023.
CBS reported that Cobb was initially pulled over for not having his vehicle's tail lights on, but it was found that he was also wanted for violating a protective order issued by Ramsey County. CBS also reported that after receiving word that the county wanted Cobb arrested and brought to jail, that Londregan and other officers demanded Cobb exit the vehicle, to which he replied by taking his foot off the brake. After going back and forth with Cobb, Londregan finally drew his weapon and shot Cobb twice in the torso, Per CBS.
AP News stated that Londregan was charged with second-degree unintentional murder, first-degree assault, and second-degree manslaughter. They also reported that after shooting Cobb, the vehicle moved forward due to Cobb's foot easing off the brake and would eventually crash into a median nearly a quarter mile down the road.
